This point feature class is comprised of the locations of private and public drinking water wells. The data is derived from Well Construction Reports (WCRs) submitted by well drillers to the Wisconsin Department of Natural Resources (WDNR) from approximately 1920 through 2015. Initial point locations are determined either using latitude / longitude coordinates, the street address of the property where the well is drilled, or the Public Land Survey System (PLSS) information recorded by the well driller. Each point is inspected individually, and in combination with the owner's name and/or the street or road where the well is constructed, each point is moved to the structure(s) referenced in the well construction report, and then given a "Location Confidence" (LocConf). The LocConf represents the estimated accuracy of the point location relative to the actual physical location of the well. After all the points have been individually inspected, an elevation value is attached to each point from the most accurate source available. These data accompany the Wisconsin Geological and Natural History Survey (WGNHS) Open-File Report 2017-05. This feature class provides estimated point locations of private and public drinking water wells. A portion of these well construction records are presented in map 3 of this report, “Input datasets for depth-to-bedrock” but the dataset also contains information about the geology and hydrogeology at each well location that was used to inform the water-table-elevation interpretation (map 4).

Digital WCR Database Construction: Well Construction Reports (WCRs) submitted to the Wisconsin Department of Natural Resources (WDNR) from approximately 1988 to the present are available in a digital database format on CD. Each WCR is assigned a Wisconsin Unique Well Number (WUWN) as the unique identifier to catalogue the WCRs within the database. When constructing the WCR database, the WGNHS uses the WUWN as the primary key linking the WCR feature class with the hydrogeologic data table and the lithologic data table within the database.
Using the interactive database form on the WDNR CD, the WCRs for a county are selected and exported to a database file. The exported WCR database file contains three sets of attributes that can be used to geocode the well points: latitude/longitude, the street address, and the PLSS coordinates.
First, the records with latitude/longitude coordinates are selected from the WDNR WCRs, exported, and converted to points. The WCRS with latitude/longitude are inspected to confirm that each point is in the correct location.
Second, the WCR records that do not have latitude/longitude coordinates are geocoded by street address if a street address has is recorded for that WCR. The WCR address is geocoded using a property parcel file, an address point file, or a roads shapefile that has address range information for each road segment. The property parcel, address points, and roads data is typically acquired from the county land information office, or whomever handles the spatial data requests for the county of interest. When a street address from a WCR record matches a street address from a record in the file used to create the Address Locator, the geocoding will result in a point that is relatively close to the actual physical location of the well.
Addresses in the WDNR WCR CD are submitted by the well constructor and have not been edited or standardized in any way by the WDNR. Road and highway names are misspelled and there are various abbreviations for the same road or highway name. In order to produce the best possible geocoding results using address points or property parcels, the address information exported from the WDNR CD is formatted by WGNHS staff prior to geocoding or during interactive address matching.
Third, WCR records that could not be geocoded by either latitude/longitude or street address are geocoded by Public Land Survey System (PLSS) coordinates. The well driller is required to provide the PLSS coordinates on the well construction report. In some cases PLSS coordinates on the WCR are only recorded down to the quarter section or section. In these cases, the property parcel file and county plat books are referenced to identify the well location by using the property owner’s name and the street name of the well location.
Verification of well point locations is performed by WGNHS staff in a GIS. A variety of georeferenced air photos, property parcel data, address point data, tax roll information, county plat books, roads data, and anything else that may help confirm a well location, are referenced in order to place each well point near the object or structure(s) referenced in the WCR. WGNHS staff then estimate the “location confidence” for each well point. The location confidence is an estimation of the distance a between the well point and the possible physical location of that the well. This process is subjective, and judgment about the location confidence of each well point is based on review of all the data available. WCR records that can’t be geocoded, or have locations that cannot be confirmed, are not removed from the dataset, but instead given a location confidence of “unlocatable” so they can be accounted for in any future updates to the database.
